Campaign Finance Reform
On March 28, 2023, the Board of Supervisors adopted ordinance #4616 repealing Article 6 of Chapter 2 of Division 1 of the Ventura County Ordinance Code entitled “Ventura County Campaign Finance Reform,” as codified in sections 1261 through 1307 by Ordinance Nos. 4510 and 4546 with such repeal to take effect thirty days thereafter, which is April 27, 2023.

Campaign Finance Reform
The Board of Supervisors enacted the Campaign Finance Reform Ordinance to help the individual voter. This is accomplished by reducing the potential influence, and the appearance of influence, resulting from large campaign contributions to candidates, committees supporting candidates, or independent expenditure committees. Thus, promoting the integrity of the process of electing Ventura County candidates and the integrity of Ventura County Government.
The Campaign Finance Reform Ordinance assigns duties and responsibilities that pertain to the timely release and publishing of campaign finance information, and it mandates that all candidates for County elected officials, candidate controlled committees, and independent expenditure committees raising or expending at least $1,000 file campaign statements electronically with the County Clerk Elections Division.
An appointed Compliance Officer reviews and coordinates investigations of complaints alleging violation of this ordinance. The five-member Campaign Finance Ethics Commission receives recommendations from the Compliance Officer for dismissal of complaints, adoption of voluntary settlement agreements, or preside as the trier of fact and law at evidentiary hearings.

Observe the Campaign Finance Ethics Commission meetings streaming live by clicking on the “Commission Meeting Agendas” tab above.
Subscribe at www.ventura.org/subscribe to receive an E-Mail notice when new agendas are posted.
Documents including staff materials, comment emails and letters, photos, etc., distributed to the Campaign Finance Ethics Commission regarding any agenda item during an open session or after the meeting concluded, are posted online and made available for public inspection by clicking on the “Commission Meeting Agendas” tab above.
Public Comment
Public comment is the opportunity for members of the public to participate in meetings by addressing the Commission in connection with one or more agenda or non-agenda items.
To maintain a public meeting environment conducive and welcoming to receiving public comments from all members of the public, the audience is discouraged from engaging in displays of support or opposition to staff reports or public comments, including clapping, yelling, booing, hissing or cheering, that may create a disruptive environment for members of the public wishing to participate. Any person who disrupts or impedes the orderly conduct of a meeting will be instructed to cease the disruptive conduct. Failure to do so may result in that person being removed from the meeting.
Members of the public who would like to augment their comments with visual or audio presentations using County equipment must submit their materials to the Clerk of the Board for review at least 24 hours before the meeting before use of County equipment will be allowed. The review will be conducted to determine only whether the materials are on matters within the jurisdiction of the Commission, would be disruptive of the meeting, or would foster illegality, such as identity theft. If it is determined the materials are about matters not within the Commission’s jurisdiction, or would be disruptive of the meeting, or would foster illegality, use of County equipment will not be allowed.
Public Comments submitted in writing are public records and subject to disclosure. An unredacted version is made available when records are requested by a Public Records Act request. Please do not submit personal contact information you do not want made public.
Public Participation
The following information is provided to help with understanding how to follow and participate in the Commission meeting. The Clerk of the Board uses Zoom registration for all public comment participation options.
Public comments may be provided using one of the following options:
Email or Mail Public Comment in Advance of the Meeting
If you wish to make a comment on a specific agenda item by email or mail, please submit your comment by 12:00 p.m. on the day prior to the Commission meeting. Please submit your comment to the Clerk of the Board at clerkoftheboard@ventura.org or mail to:

Please indicate in the Subject Line the Agenda item number (e.g., Item No. 9). Your email or written comment will be distributed to the Commission and placed into the item’s record of the Commission meeting.
In-Person Public Comment
If you would like to provide a verbal comment in person during the meeting, you may pre-register using the registration link provided at the bottom of this web page. Pre-registration is strongly encouraged. You will receive an automated email from Zoom which confirms your registration. You will not need the Zoom connection information provided in the confirmation Email. Upon arrival at the meeting location listed above, check-in with the Clerk of the Board staff. When your name is called for public comment, please proceed to the podium. You must be present prior to the close of the public comment period. If you do not wish to pre-register but would like to provide in-person comments at the meeting, you must also check in with the Clerk of the Board staff prior to the agenda item being called.
Video Public Comment using Zoom
Register using the registration link provided at the bottom of this web page for the applicable meeting date, if you would like to provide a verbal comment via video during the meeting. We encourage you to register in advance of the meeting to ensure that you receive the Zoom credentials prior to the item being heard. Registration opens when the final agenda is posted.
Requests to make live public comment on an agenda item will be accepted until the public comment period for each agenda item is complete. If you wish to make comments, you must be connected to the meeting via Zoom prior to the close of the public comment period.

Follow the instructions from the Zoom E-Mail to join the meeting. Be sure to answer all on-screen prompts.
